21. The line of fire from the North Point Battery was given by Colonel Mulloy, Commanding Royal Engineer and is shown on the Plan, it will be seen that the pro-

posed site for the storage tanks is well outside of

the line of fire.

22. The tanks proposed would be of the best con-

struction and built in accordance with the conditions

named in the extracts as under which were forwarded by

the Commanding Royal Engineer which we presume apply

to overground Tanks, and which are as follows:-

"Any tank which satisfies the following conditions *shall be deemed to be a tank depot for the purposes

"of this act.

*2. It must be properly tested before use, and seen

to be properly tight and staunch:

It must be constructed of good metal".

It must at all times while in use be so well

fitted that the inflammable liquid contained in it can-

not escape therefrom in the form of liquid, whether

under the action of fire or otherwise".

If it has a ventilating pipe, that pipe must be

of a suitable character and construction, and its

orifice must be effectively protected by wire gauge."

5. Every other opening in the tank whether to be

used as a manhole or for a pips or other purpose, not

being such a ventilating pipe as aforesaid must have

a neck whose length is at least equal to one half of

the diameter of the opening and every such opening
